This class is probably a freighter. Certainly the U.S.S. Arcos was serving in that capacity at the time of her loss. The later supplement Ship Recognition Manual, Volume 1: The Ships of Starfleet has retconned much of the material from the earlier supplement and now supports the theory that the Vulcan ships seen in "Unification" were Apollo class vessels. The U.S.S. Drake was unarguably a light cruiser, but the U.S.S. Fleming was described as a medical transport. As the latter is a mission description and the latter a true ship designation, I have called this class light cruisers.
The LUG RPG supplement Ship Recognition Manual, Volume 1: The Ships of Starfleet calls this class a Heavy Cruiser (426m long, 27 decks, in service from 2328), and describes it as something like a smaller, three nacelled Nebula predecessor. Also listed are the U.S.S. Ogun NCC-24752, U.S.S. V'torrekh NCC-27943 and the U.S.S. Doyle NCC-31649. The Dominion War Sourcebook: The Fires of Armageddon mentions the U.S.S. Senanga NCC-62711.

There is a false rumour that this class is visible in the matte painting of the starbase interior from "11001001" and/or "Remember Me". (This rumour predates either of the two designs presented here.) Andy Probert, who created the painting categorically states that there isn't (though that painting does contain a type of shuttle craft never seen anywhere else).
A model of this class was built for the Wolf 359 graveyard scenes in "Best of Both Worlds, Part 2". It seems to be a three nacelled ship though the nacelles are possibly mounted differently to the Fact Files depiction pictured here.
Issue 109 of the Star Trek Fact Files publication include illustrations of this class. This version is shown above and more scans are also available: [Starboard] [Dorsal] [Ventral] [Fore and Aft].

A model of this ship was built for the Wolf 359 graveyard scene in "Best of Both Worlds, Part 2". It consisted of a scaled down Galaxy class saucer attached directly to a wedge shaped secondary hull with two nacelles mounted above.
A U.S.S. Springfield NCC-1963 was listed in "ST VI: The Undiscovered Country", in light of the above description it is unlikely that that vessel is the class vessel of this class.
The LUG RPG supplement Ship Recognition Manual, Volume 1: The Ships of Starfleet calls this class a Light Frigate (396m long, 11 decks, in service from 2342), and mentions the U.S.S.
